I pulled a credit report and found listings for creditors I have never received letters from. Does the FDCPA cover me if I am the person initiating contact with a primary or secondary creditor? Can I simply send a debt validation letter to them and then proceed with investigation and still be covered by the statutes without having been contacted by them first? When does the process begin?

Yes, the FDCPA would still apply.
When you send the demand to validate letter, I would include a line saying that you have never received any contact from them and as such you consider your demand “timely”.
